Basically, it is an agreed <br /> certainty that no one will be benefited by R-4 Zoning, <br /> other than the present property owner, who has in fact <br /> owned the property for less than five months , according to <br /> records . It cannot be disputed that the concept of public <br /> health, safety and welfare , so essential to zoning itself, <br /> mandates an R-3 Zoning designation. <br />
