THE PUBLIC HEALTH, SAFETY AND WELFARE MANDATES <br /> R-3 ZONING. <br /> It is undisputed that the public health, safety <br /> and welfare of the entire region, Dunn Township, the Stoughton <br /> Community and the Lake Kegonsa Community would be fostered <br /> and benefited by the implementation of R-3 Zoning. The <br /> existence of R-4 Zoning with a project of the nature con- <br /> templated, clearly endangers the public health, safety and <br /> welfare of the entire region. Basically, it is an agreed <br /> certainty that no one will be benefited by R-4 Zoning, <br /> other than the present property owner, who has in fact <br /> owned the property for less than five months , according to <br /> records . It cannot be disputed that the concept of public <br /> health, safety and welfare , so essential to zoning itself, <br /> mandates an R-3 Zoning designation. <br />
