Multi-unit <br /> residential construction of the nature apparently proposed <br /> by the owner is virtually unknown in the area, Dunn Township, <br /> and probably in all of rural Dane County. <br /> R-4 Zoning is entirely at odds with all of the <br /> goals of zoning and land use planning and obviously was an <br /> erroneous designation from the beginning. R-3 Zoning is <br /> consistent with the concepts of appropriate zoning, and <br /> would adequately protect the economic interests of the owner, <br /> along with the interests of the surrounding community, and <br /> the public as a whole . <br /> II . WATER QUALITY AND ENVIRONMENTAL CONCERNS . <br /> There is little question that a project of <br /> the nature contemplated would involve a substantial change <br /> in drainage patterns , and landscaping of the parcel . Replac- <br /> ing the existing grassland with asphalt, concrete, and the <br /> focusing of run-off water, will indisputably cause additional <br /> erosion, siltation, and a variety of discharge problems for <br /> the Lake Kegonsa drainage basin. The water quality of the <br /> Lake will deteriorate if a project of the nature contemplated <br /> is permitted. Other environmental concerns include a definite <br /> increase in the level of air pollution; "noise" pollution, <br /> which according to some studies is perhaps more significant <br /> than other forms of pollution; and an adverse impact on any <br /> public lands in the immediate area due to increased popula- <br /> tion density and traffic. In general , the contemplated <br /> project permitted under R-4 Zoning would seriously and <br /> adversely affect the aesthetics and environment of the <br />
