DEMONSTRATED INSENSITIVITY OF OWNER TO PUBLIC <br /> AND COMMUNITY CONCERNS . <br /> An important factor to consider is the rela- <br /> tive attitude of the owner regarding proposed use of the <br /> property in question. Rather than seeking to compromise or <br /> promote a harmonious use of the property consistent with the <br /> public interest , the owner and his professed associates have <br /> evidenced constantly and consistently the most antagonistic, <br /> arrogant disregard for the concerns of the public and surround- <br /> ing property owners .
