XII . DESTRUCTION OF COMMUNITY. <br /> A zoning authority must look at issues of <br /> aesthetics , environment and community life in the public <br /> interest . The existing lifestyle and harmony in the Colladay <br /> Point Community would be utterly destroyed by this commercial <br /> project . One of the foremost purposes of zoning and the <br /> zoning authority is to preserve community harmony and <br /> aesthetics and to uphold and promote a positive lifestyle ; <br /> not to cause a dramatic decline . <br /> An R-3 Zoning designation will promote, support <br /> and reinforce the existing quality of life in the Colladay <br /> Point Community. R-4 Zoning and the contemplated project <br /> will utterly destroy it . <br /> XIII . COMMERCIAL APARTMENT PROJECTS ARE INCONSISTENT <br /> WITH THE PUBLIC INTEREST OF THE LAKE COMMUNITY AS A WHOLE. <br /> A project of the nature contemplated is a <br /> threat to water quality and the quality of life in the entire <br /> Lake community, not just the immediate neighborhood. Per- <br /> mitting the erroneous R-4 Zoning designation to continue <br /> would also set and establish a very bad precedent , indicating <br /> that no matter how heinous historical error may be, the zoning <br /> authority has no ability or inclination to overcome past <br /> mistakes . <br /> It is clear that the only factor that in any <br /> way supports R-4 Zoning designation for the parcel in question <br />
