A 1 /4-square mile watershed drains through the <br /> area. Prior to o the lake horiie construction, there was no <br /> problem since the water could flow in a natural open channel to <br /> the lake. Now, a street and a row of homes effectively blocks <br /> the flow of the runoff to the lake. An attempt has been made <br /> to force the runoff through a low head culvert system with very <br /> little capacity. Part of the culvert is built above the <br /> natural ground level and higher than the driving head elevation <br /> west of the street. The result is flooding west of the street <br /> until it overf lows into the homes along the lake causing a lot <br /> of problems . <br /> One way to correct the problem is to re-establish the ripen <br /> channel to the lake with enough designed capacity to handle the <br /> desired design storm. This would be difficult to do now <br /> without removing a home or two. Also, the road culverts would <br /> need to be enlarged to handle more flow . <br /> .The best method that I see now is to develop more storage <br /> capacity west of the street. This could be done in conjunction <br /> with the planned apartment development in the area. This would <br /> require some innovative landscaping and engineering to balance <br /> the discharge and storage through the system. Professionals <br /> need to be retained for these tasks . I see apartments around a <br /> multi-purpose, pleasant pond that provides temporary flood <br /> storage, sediment trapping, and recreational and visual <br /> benefits . For this to happen, it will take a cooperative <br /> effort of the entire community to express their problems and <br /> needs . A group approach is needed with a will iness for <br /> everyone to pay their fair share based on benefits derived . A <br /> leader should be selected to explore ways of financing capital <br /> improvements . An engineer with landscaping expertise should be <br /> retained to assist with the planning and final designs . <br /> Operation and maintenance need to be provided for so that the <br /> system is long lasting. If this scenario can be fulfilled, I <br /> see the creation of a pleasant community with most of its water <br /> problems solved . If not, I suspect the area west of the street <br /> will still be developed, possibly causing more water problems <br /> for the lake owners . <br /> With our present workload, I do not expect that further <br /> planning and design assistance will be available from us . We <br /> are always available to answer questions that their selected <br /> consultants might have in our area of expertise . <br /> Joseph H.
