Ire to iw
CORRESPONDENCE/MEMORANDUM COUNTY OF DANE
DATE: April 9, 1990
TO: Bill Fleck
Dane Co. Zoning
101990
FROM: Kevin Connors K ek,/
County Conservationist
RE: COLLADAY POINT APARTMENTS
The developer appears to have responded to previous recommendations on
this project. However, the erosion control efforts identified appear to
be deficient. The following items should be addressed prior to any
further review. Assistance for this review was provided by Joe Marter,
P.E. Area Engineer, Soil Conservation Service.
1. Current plans call for straw bales upstream from the culvert inlet
beneath Colladay Point Drive. This is totally deficient as 192
acres drain through this area.
2 . Plans should be provided to show final elevations of both the area
to be filled and the detention basin.
3. It appears the area for the apartments and parking lots may be as
much as 4 feet higher than the grass waterway. Plans should be
provided that safely convey storm water from the lots and buildings
to the waterway.
4 . The Erosion Control Plan should also include a sequence of
installation for all planned practices. It is important that areas
exposed to erosion during construction be treated in a proper
manner.
5. An Operation & Maintenance (O&M) Plan should be developed that
covers the time of initial earth disturbing activity through final
site stabilization. This Operation & Maintenance Plan should also
include the detention basin after completion. The O&M Plan includes
who is going to perform the inspection, frequency of inspection and
responsible parties for maintenance of the planned practices.
It should also be noted that the developer obtain all required permits.
This is important since some of the planned work may be on the road
right-of-way or private property.
We are providing no opinion regarding the water quality impact from
fertilizer, nutrients, or any potential toxic materials after project
completion.
R.C.
yr
cc: Richard Pegg, Attorney
Ag, Environment & Land Records Committee
Joe Marter, SCS Engineer
Lloyd Eagan, W.S.
