Zoning <br /> 101990 <br /> FROM: Kevin Connors K ek,/ <br /> County Conservationist <br /> RE: COLLADAY POINT APARTMENTS <br /> The developer appears to have responded to previous recommendations on <br /> this project. However, the erosion control efforts identified appear to <br /> be deficient. The following items should be addressed prior to any <br /> further review. Assistance for this review was provided by Joe Marter, <br /> P.E. Area Engineer, Soil Conservation Service. <br /> 1. Current plans call for straw bales upstream from the culvert inlet <br /> beneath Colladay Point Drive. This is totally deficient as 192 <br /> acres drain through this area. <br /> 2 . Plans should be provided to show final elevations of both the area <br /> to be filled and the detention basin. <br /> 3. It appears the area for the apartments and parking lots may be as <br /> much as 4 feet higher than the grass waterway. Plans should be <br /> provided that safely convey storm water from the lots and buildings <br /> to the waterway. <br /> 4 . The Erosion Control Plan should also include a sequence of <br /> installation for all planned practices. It is important that areas <br /> exposed to erosion during construction be treated in a proper <br /> manner. <br /> 5. An Operation & Maintenance (O&M) Plan should be developed that <br /> covers the time of initial earth disturbing activity through final <br /> site stabilization. This Operation & Maintenance Plan should also <br /> include the detention basin after completion. The O&M Plan includes <br /> who is going to perform the inspection, frequency of inspection and <br /> responsible parties for maintenance of the planned practices. <br /> It should also be noted that the developer obtain all required permits. <br /> This is important since some of the planned work may be on the road <br /> right-of-way or private property. <br /> We are providing no opinion regarding the water quality impact from <br /> fertilizer, nutrients, or any potential toxic materials after project <br /> completion. <br /> R.C. <br /> yr <br /> cc: Richard Pegg, Attorney <br /> Ag, Environment & Land Records Committee <br /> Joe Marter, SCS Engineer <br /> Lloyd Eagan, W.S.
