Zarnstorf is the president <br /> of the Colladay Point Neighborhood Association and was the co-founder of <br /> Kegonsa Preservation Group, a non-profit organization. He is also a <br /> registered landscape architect He also presented a video tape of the land <br /> in question during a rain storm, which was 8/10 of an inch of rain over 8 <br /> hours. The Town of Dunn has gotten an appraisal on the property and it is <br /> with Bob Bredemus, DNR. Threinen commented that he felt that the concept of <br /> the project was good. Anderson indicated that he has concerns for private <br /> property rights but is pleased to see the work that neighbors have done <br /> regarding this alternative proposal . Barrows raised the question as whether <br /> the Commission should support the proposal . Zarnstorff was asked what the <br /> purchase price of the property was. He said since the appraisal had not <br /> been approved yet, he could not reveal that information. However, the owner <br /> who purchased the property for $50,000 asked the neighborhood association <br /> for over $100,000 for it. Christopher asked when were funds be available. <br /> Eagan replied that the idea for this project was to raise half the funding <br /> from the neighborhood association and the Town of Dunn and look to the <br /> county conservation fund and the stewardship fund for the other half of the <br /> money. O'Connor asked Anderson if he had any opposition to a voluntary sale <br /> of the property. Anderson indicated he had no reservation about a voluntary <br /> sale of the property. Blaska asked if it were possible for the neighborhood <br /> association to accept a proposal from the developer for an erosion control <br /> plan. Zarnstorff said that the neighborhood association is not opposed to <br /> the development if the development provides enough sedimentation trapping. <br /> He also indicated that this option was presented to the owners and that they <br /> declined the option because of the amount of land it would take up to <br /> provide adequate detention. Christopher indicated that it would be <br /> advisable to hold off until the Commission could hear from the property <br /> owners. Threinen indicated that the Town needs to get the control of the <br /> zoning situation. Anderson spoke in favor of scheduling the issues at the <br /> April 12 meeting.
