Iln PC 777 ' . /
Additional Criteria to be Met For Additions to the Urban Service Area
Proposals or requests for any significant addition of vacant developable lands
to the urban service area shall meet the following additional criteria:
1 ) the change will not result in increasing the overall size of the urban
• service area beyond the twenty-year forecast needs , as expressed in
Analysis #2 - Medium Density ;
2) the area to be added shall be contiguous to existing urban development
and urban services;
3) for any large addition (over 300 acres) to the Central Urban Service
Area, all units of government in the service area will be notified and
invited to comment , whether they are directly affected or not . This
is because additions of -this magnitude potentially affect the location
and direction of planned growth and development for the entire urban
service area , rather than just a particular portion of the urban
service area .
4) The sponsoring unit of government shall submit a specific plan for the
area including the proposed change which addresses the following
concerns and criteria :
a) The plan shall cover an area large enough to be considered a
logical unit foi service provision and to determine
compatibility and consistency of the proposed change With
adjacent areas and existing plans. The area included in t!.e
plan Wili often be substantially larger than the actual
proposed area to be added to the urban service area , and may
involve an entire planning analysis unit or similar area , as
indicated in Appendix 1 . (The sponsoring unit of government
and the RPC should agree on the •appropriate planning area
before a plan is prepared) ;
b) The plan shall be specific enough in terms of proposed
development and land use to enable the determination of long-
range urban service needs and development impacts ;
c) The plan shall clearly indicate consistency and compatibility
with, or differences or conflicts with any existing adopted
plans for the area to be changed and adjacent areas;
d) The plan shall identify and provide for protection of
environmentally sensitive areas and environmental corridors,
consistent with RPC and DNR criteria for delineation and
protection;
e) The plan shall address the provision of urban services to the
area , including :
1 ) a layout of the basic street and utility (water , sewer ,
storm drainage system) networks and facilities for the
entire planning area;
22
