Iln PC 777 ' . / <br /> Additional Criteria to be Met For Additions to the Urban Service Area <br /> Proposals or requests for any significant addition of vacant developable lands <br /> to the urban service area shall meet the following additional criteria: <br /> 1 ) the change will not result in increasing the overall size of the urban <br /> • service area beyond the twenty-year forecast needs , as expressed in <br /> Analysis #2 - Medium Density ; <br /> 2) the area to be added shall be contiguous to existing urban development <br /> and urban services; <br /> 3) for any large addition (over 300 acres) to the Central Urban Service <br /> Area, all units of government in the service area will be notified and <br /> invited to comment , whether they are directly affected or not . This <br /> is because additions of -this magnitude potentially affect the location <br /> and direction of planned growth and development for the entire urban <br /> service area , rather than just a particular portion of the urban <br /> service area . <br /> 4) The sponsoring unit of government shall submit a specific plan for the <br /> area including the proposed change which addresses the following <br /> concerns and criteria : <br /> a) The plan shall cover an area large enough to be considered a <br /> logical unit foi service provision and to determine <br /> compatibility and consistency of the proposed change With <br /> adjacent areas and existing plans. The area included in t!.e <br /> plan Wili often be substantially larger than the actual <br /> proposed area to be added to the urban service area , and may <br /> involve an entire planning analysis unit or similar area , as <br /> indicated in Appendix 1 . (The sponsoring unit of government <br /> and the RPC should agree on the •appropriate planning area <br /> before a plan is prepared) ; <br /> b) The plan shall be specific enough in terms of proposed <br /> development and land use to enable the determination of long- <br /> range urban service needs and development impacts ; <br /> c) The plan shall clearly indicate consistency and compatibility <br /> with, or differences or conflicts with any existing adopted <br /> plans for the area to be changed and adjacent areas; <br /> d) The plan shall identify and provide for protection of <br /> environmentally sensitive areas and environmental corridors, <br /> consistent with RPC and DNR criteria for delineation and <br /> protection; <br /> e) The plan shall address the provision of urban services to the <br /> area , including : <br /> 1 ) a layout of the basic street and utility (water , sewer , <br /> storm drainage system) networks and facilities for the <br /> entire planning area; <br /> 22 <br />
