2) the need , intention and feasibility of providing a full <br /> range of urban services to the entire planning area, <br /> including a description, for each urban service, of <br /> whether the service is needed or appropriate, a <br /> description of how the services could be provided and by <br /> which governmental units , and an assessment of the <br /> feasibility or practicality of service provision; <br /> 5) a detailed description of the urban services to be <br /> initially provided to the area proposed to be added to the <br /> urban service area , including an indication of commitment <br /> and intent by the sponsoring unit to provide the services <br /> and a discussion of the compatibility or consistency of <br /> the provision of these initial services with the long— <br /> range service provision to the entire planning area <br /> described in 2) . <br /> The full list of urban services to be considered in this analysis <br /> (although not all services may be required or appropriate in each <br /> case) include the following: <br /> a) the urban transportation system and facilities, including <br /> public street layout and standards , provisions for mass <br /> transit service , and provisions for pedestrian and bicycle <br /> movement ; <br /> b) public sanitary sewerage -ystem layout and facilities ; <br /> c) public water supply and distribution system layout and <br /> facilities , for both potable water and fire protection; <br /> d) higher or urban levels of police and fire protection services <br /> than generally provided in rural areas; <br /> e) solid waste collection service; <br /> f) a publicly managed urban storm drainage system layout and <br /> standards; <br /> g) neighborhood public facilities and sites , including <br /> neighborhood and community parks , schools ,- etc. <br /> The purpose of this required planning as a prerequisite to adding developable <br /> land to the urban service area is to ensure that intergovernmental conflicts <br /> or differences are identified in advance, and that urban services can be <br /> economically and efficiently provided or extended to the added area consistent <br /> with long—range service provision to a logical service area or unit. It is <br /> not expected that the required planning will eliminate all differences or <br /> resolve all conflicts , although it provides a basis for addressing these <br /> issues. In making the decision as to whether or not an area should be added <br /> to the urban service area and committed to planned urban development , the RPC <br /> will have to evaluate whether any unresolved conflicts are likely to pose <br /> insurmountable obstacles to sound development and needed provision of urban <br /> services . <br /> 23 <br />
