No <br /> studies or work on the improvements will commence until such <br /> an agreement is executed. <br /> D. Traffic Control Plan. A traffic control plan <br /> demonstrating how traffic will be controlled during ingress and <br /> egress from the Parcel shall be prepared by the owners at their <br /> cost and shall be submitted to the Rutland Town Board for prior <br /> written approval before the Parcel may be used in any way for dog <br /> racing activities. All costs incurred by the Town in reviewing <br /> and enforcing such plan (including but not limited to engineering <br /> and legal fees and administrative costs) shall be paid by the <br /> owners. <br /> It is agreed that the Town of Rutland may determine that it <br /> is necessary to provide traffic control services on public roads <br /> in connection with racing activities. It is further agreed that <br /> the owners will reimburse the Town for all such costs and that a <br /> separate written agreement to this efc ` will be entered into by <br /> the owners and the Town. <br /> E. Signage. Traffic signage as deemed necessary by the <br /> Rutland Town Board to direct traffic to and from the Parcel shall <br /> be constructed and maintained, all at the cost of the owners.
