and sole responsibility of the owners. No sanitary or solid waste <br /> or refuse from the Parcel may be disposed of at the Town of <br /> Rutland's landfill site. The owners will be responsible for <br /> securing alternative site(s) for proper disposal. <br /> No burning or incineration of waste of any kind may occur on <br /> the Parcel without the express written approval of the Rutland <br /> Town Board. <br /> E. Local Agent. The owners must designate a local agent <br /> who is authorized to act on behalf of and in the absence of the <br /> owners to assure compliance with these provisions and to assure <br /> that an authorized representative of the owners can report to the <br /> Parcel in a reasonably prompt manner if contacted by town or <br /> other local officials regarding complaints, problems, occurrences <br /> disturbances, etc. The local agent must reside within 30 miles of <br /> the Parcel. The owners must submit to the Rutland Town Clerk, a <br /> written designation of the local agent and the address and <br /> telephone number where the agent can be reached during the day, on <br /> evenings and on the weekends, prior t&'any use of the Parcel for <br /> dog racing activities. <br /> V. MISCELLANEOUS PROVISIONS. <br /> A. Run With Land. These restrictions shall constitute <br /> covenants running with the land and shall be binding upon all <br /> parties now owning any part of the Parcel, their successors, heirs <br /> and assigns. <br /> B.
