D. Restaurant/Bar . The restaurant/bar facility to be <br /> operated solely in conjunction with the racing activity may not <br /> be open for business more than two hours prior to commencement of <br /> the first scheduled race ( in no case prior to 11 : 00 a.m. ) and <br /> must close simultaneously with the conclusion of the last race of <br /> the day ( in no case later than ff p.m. ) , <br /> III . PARKING/TRAFFIC RELATED CONCERNS. <br /> A. Parking. Parking will be permitted only in those areas <br /> of the Parcel designated on the approved site plan. No parking <br /> of any kind in connection with the racetrack will be permitted on <br /> public roads or rights-of-way. <br /> B. Ingress/Egress Points . All ingress and egress points <br /> from the Parcel must be shown on the site plan and must receive <br /> prior written approval of the Rutland Town Board and Dane <br /> County ' s AELR Committee. <br /> C. Road Improvements. It is agreed that certain road <br /> improvements must be made before the Parcel can be used for dog <br /> racing. <br /> 1. A traffic pattern/flow plan and a construction plan for <br /> the design or redesign of any public roads as determined <br /> necessary by the state, county or town in connection with use <br /> of the Parcel as a dog racing facility, shall be approved in <br /> writing by the Rutland Town Board and Dane County AELR <br /> Committee prior to any use of the Parcel for dog racing <br /> activity.
