2 . No use of the Parcel for dog racing can commence or <br /> occur until all required road improvements are completed in <br /> accordance with the approved plan and Owner has paid in full <br /> for such improvements, as provided in individual agreements <br /> between Owner and the town, county or state. It is agreed <br /> that Owner will enter into a separate written agreements with <br /> the Town of Rutland and Dane County which will, among other <br /> things, provide that Owner will pay 100 percent of the town ' s <br /> and the county ' s costs in connection with such road <br /> improvements.
