" You asked for <br /> comment on other concerns which this office might view as <br /> germane to this matter . <br /> With respect to the issue of enforcement obligations, I <br /> assume your reference is to law enforcement. In that context, I <br /> note that sec. 562 .08 , Wis. Stats. , already imposes a tax equal <br /> to 25 cent per admission, to be collected by the operator on <br /> behalf of the county, and another 25 cents per admission <br /> collected for the town, city or village in which the operation <br /> is located. The statute provides that the county must use "at <br /> least part of the moneys to defray the costs of law enforcement, <br /> traffic control and other municipal expenditures incidental to <br /> the conduct of racing in that county . " The unknown factor <br /> here is the extent to which the county' s costs might exceed <br /> revenues from the admissions tax. According to the RPC report, <br /> the annual revenue to the county from this source should be <br /> $200 ,000 (800 ,000 spectators times 25 cents each) . <br /> Please note that it would not be necessary that the county <br /> actually utilize all of the admissions tax revenue to offset its <br /> costs.
