The reference level need not be equal to the amount of admissions tax revenue. In other words and by way _of example only, it appears the parties could agree that once county expenditures exceed $75,000 (or some other level) , additional contributions would be required from the track operator. Other county costs are not clear . In a telephone conversation you had suggested that CTH A might experience increased traffic with resultant increased costs to the county. I checked with Jim O'Connell of the Highway Department and he says the traffic count on CTH A was approximately 450 cars last. He feels that any increase in the area of 300 or more cars per day would merit significant corrections in the layout of CTH A. Again, provisions could be made in the CUP for a contribution from the racetrack in the event traffic counts on CTH A do increase. In response to my inquiry on bridge aid, Jim also pointed out that there is an aidable 'bridge ' ( really, a large culvert) on Flint Road. If this road is used a feeder to the racetrack, provision should be made in the CUP for a contribution from the racetrack. Apparently, there is already an estimate of $48,000 for this work, half of which under the bridge aid program would ordinarily come from county funds. I understand the immediate matter before the Agriculture, Environment and Land Records Committee tonight will be consideration of the revised Deed Restrictions. While I have had little time to review this, the following areas are worthy of comment. First , it has been appointed out that these have not been signed by the developer . While that is not a fatal defect by any means, there ought to be some indication from the developer that he or his agent is ready and willing to sign this document as it is drafted. Further, if there are amendments made to it by the committee, or later by the full county board, the developer should renew his commitment to signing the document and a similar commitment should be obtained from the Town of Rutland.
