The Planning staff <br /> appreciates the Town's interest in relocating their town hall <br /> where it will be more convenient to their residents and service <br /> area. However, the site being proposed lies at the center of the <br /> only significant expanse of open space between the urban areas of <br /> Sun Prairie and Madison. Because there is renewed interest in <br /> finally seeking to secure the long-standing objective of retaining <br /> a visual separation between these two cities, and because <br /> premature development of the proposed town hall site could make <br /> achieving that objective difficult or impossible, the staff of the <br /> Madison Department of Planning and Development respectfully <br /> request that the conditional use permit not be approved until the <br /> communities involved (Town of Burke and Cities of Sun Prairie and <br /> Madison) have had time to work together on this issue. <br /> Just east of Rattman Road and the present Central Urban Service <br /> Area boundary, there is a low ridge running southwest to <br /> northeast. About a mile to the northeast along Highway 151, an <br /> environmental corridor consisting mostly of wetlands crosses the <br /> southwestern corner of the Sun Prairie Urban Service Area. (See <br /> attached map) Between these two features is where any visual open <br /> space separation between the two urban communities would <br /> necessarily have to be. Particularly to the north of Highway 151, <br /> the expanse of open farmland creates a sense that the urban strip <br /> between Madison and Sun Prairie is not, in fact, continuous, <br /> despite the existing commercial uses scattered along the south <br /> side of the highway. <br /> The Town of Burke recently amended their Land Use Plan to <br /> designate the triangle of land between Hoepker Road and Highway <br /> 151, east of the cemetery, for commercial uses instead of <br /> agricultural uses, although the Regional Planning Commission has <br />
