Bisgard : <br /> I am writing in regards to a proposed zoning change in <br /> the Lake Forest, Forest Park area of the Town of Madison. <br /> The zoning petition is specified as follows : <br /> Zoning Petits #4287 y: David Simon, agent for Jay <br /> Keepman to change zoning from the R-3A residential <br /> district to R-4 residential district . <br /> Location: East of 1505 Carver Street Section 34, NE NE <br /> Town of Madison Area : 1 . 45 A <br /> Proposed Use : construct 36 unit Apt . Bldg (containing 1 <br /> bdr . and efficienty apts . ) <br /> This petition for a zoning change will be heard by your <br /> committee on July 12, 1988 . <br /> I am asking that this petition be denied by your <br /> committee . It will establish, I believe, an unfortunate <br /> precedent for this neighborhood and subject the residences <br /> and the available municipal services to unacceptable <br /> pressures . <br /> The neighborhood in question is one of the few single <br /> family neighborhoods in the Town of Madison . It is a unique <br /> neighborhood in its location and composition. The area is <br /> only one block wide and extends for 8 blocks into the <br /> University of Wisconsin Arboretum. Thus it is bounded on <br /> the east by Fish Hatchery road and on all other sides by the <br /> Arboretum. It is an extremely low lying area that has <br /> considerable problems with a high water table . This problem <br /> has been exacerbated by considerable development along the <br /> beltline to the south by such businesses as Kayser Ford and <br /> American T.V. The removal of topsoil and the laying of <br /> large asphalt parking lots has created such a water runoff <br /> problem for the neighborhood that the University and the <br /> Town of Madison were forced to build an earth berm to the <br /> south to hold back the water runoff . The proposed apartment <br /> building is to be built on a small hill between the <br /> residential area of the neighborhood and Fish Hatchery Road. <br /> While I 've been told that the water runoff problem will be <br /> minimal, I want you to know that even a minimal change in <br /> JUL 111988 <br /> RECEIVED <br /> ZONING DIV. <br />
