the water level poses considerable problems for the <br /> residents of this area . <br /> There are other perhaps more important reasons to deny <br /> this proposed zoning change . The Town of Madison is made up <br /> of approximately 75% apartment buildings and 25% single <br /> family homes or duplexes . This concentration of apartments <br /> in the municipality has produced considerable problems for <br /> the municipal services of the Town especially police <br /> services . Given the high crime rate in the Town of Madison <br /> and the problems that have been associated with apartment <br /> buildings, it seems unwise to build more apartments <br /> especially in heretofore single family neighborhoods . This <br /> neighborhood already has one large apartment complex located <br /> on Fish Hatchery Road and so far it has not been a source of <br /> worry. I am concerned however that the building of more <br /> apartments directly adjacent to the neighborhood will only <br /> increase the stress on services . <br /> I 've lived in this neighborhood for 15 years and have <br /> seen considerable changes . The neighborhood is clearly in a <br /> state of transition. There are many people who are hard at <br /> work improving their property and turning this area into a <br /> community. Recently there has even been some new homes <br /> built. There are however some homes in the neighborhood <br /> that are substandard with owners that have not done the <br /> necessary maintenance . I truly believe that any <br /> construction in this area has considerable symbolic value <br /> for the residents . It 's very important for the residents in <br /> this neighborhood to believe that their time, effort, and <br /> money will produce a viable community. Since the proposed <br /> apartment will serve as a gatekeeper to the neighborhood, <br /> its ' symbolic importance is great . <br /> Other concerns I have pertain to traffic . I can only <br /> speculate that the proposed apartment will increase traffic <br /> in the neighborhood . This is a serious matter . First, the <br /> streets in the area are not able to accept the demands of <br /> traffic . The high water level and soft soil make it <br /> difficult to maintain quality streets . While I 've been told <br /> that most of the traffic will be directed to Fish Hatchery <br /> Road, I know this not to be true . It 's very easy for people <br /> to travel through the neighborhood, into the Arboretum and <br /> exit on Wingra Drive by St . Mary's Hospital . <br /> I own a home one block away from the proposed apartment <br /> building. In my block alone there are at least 15 children <br /> under the age of 9 . As you travel further into the <br /> neighborhood, you encounter more children. The traffic on <br /> Martin Street and Carver Street which bound the neighborhood <br /> moves much faster than is desirable considering the number <br /> of children, the condition of the streets and the extent of <br /> vegetation in the area .
