Ms. Shary Bisgard <br /> Page 2 <br /> The Department of Planning and Development is currently conducting <br /> studies on peripheral development along the City's borders. One <br /> of the areas identified for potential future development includes <br /> the Weiland property together with other properties between McKee <br /> Road and Cross Country Road and on both sides of Maple Grove Road. <br /> This area would be a logical extension of the residential area to <br /> the North of McKee Road and currently within the City of Madison. <br /> However, this area is currently within the Town of Verona and also <br /> outside of the Central Urban Service Area. If this area were to <br /> be developed, it must initially be added to the Central Urban <br /> Service Area and also annexed to the City of Madison which would <br /> be best able to provide the full range of urban services. <br /> In conjunction with the peripheral development study, a neighbor- <br /> hood development plan should be prepared for this area prior to <br /> any development. The neighborhood development plan will indicate <br /> proposed land uses, public facilities, including parks and open <br /> spaces, and also transportation facilities, primarily arterial <br /> highways, collector streets and some local streets. The proposed <br /> location of the church site may adversely affect any future <br /> development of the Burr Weiland property especially in terms of <br /> subdivision design and the location of new streets. <br /> The Department of Planning and Development opposes this <br /> application for a rezoning and a conditional use permit because <br /> the proposed church building will not now be served with public <br /> water and public sanitary sewer and also will not be provided with <br /> the full range of other public services, including fire and police <br /> protection. A more appropriate location for the church would be <br /> within a current urban service area where the full range of urban <br /> services is now available. Furthermore, the acquisition of a 10- <br /> acre site or two 5-acre sites by the Capitol and Christian Center <br /> would require approval of a lot division and certified survey map <br /> by the City of Madison Plan Commission, and the Dane County <br /> Agriculture, Environment and Land Records Committee. If a <br /> certified survey map showing the proposed church site were to be <br /> submitted for approval by the Madison Plan Commission, the <br /> Commission in all likelihood will reject the certified survey map, <br /> because the property will not be served with public facilities and <br /> public services as required by the City's Land Subdivision <br /> Regulations (16.23(3) (a)6. of the Madison General Ordinances) . <br /> Thank you for the opportunity to submit these comments on this <br /> zoning petition and conditional use permit. <br /> Sincerely, <br /> geo' _- Aus in, Director <br /> Departm- t of Planning and Development <br /> GEA:jlj/1 <br />
