While the currently <br /> preferred route alternative passes to the south of the City <br /> of Verona, routes to the north are still under <br /> consideration. Until a final route has been selected, <br /> decisions (such as development planning recommendations) <br /> that could be affected should be kept flexible. <br /> 3) The proposed bank site is not within the Central Urban <br /> Service Area. Except in very limited circumstances, no <br /> commercial use should be established unless full urban <br /> services are available, especially in close proximity to <br /> existing Urban Service Areas. Any commercial development <br /> in this vicinity should occur only as part of the orderly <br /> expansion and extension of services from an existing urban <br /> service area. We would not consider it appropriate to <br /> consider the commercial rezoning separately from the issue <br /> of services.
