The <br /> Madison Planning and Development staff is opposed to this <br /> rezoning, and respectfully request that the rezoning not be <br /> approved. Our opposition to the rezoning is based on three <br /> factors: <br /> 1) The proposed bank site is located within an area identified <br /> as suitable for maintaining an open space separation <br /> between the cities of Madison and Verona. <br /> The Central (Madison) Urban Service Area and the Verona <br /> Urban Service Area are separated by barely one mile. Any <br /> permanent open space that is to be maintained between the <br /> two communities has to be within that separation. <br /> Madison's peripheral development planning process has <br /> determined that the most promising open space corridor <br /> would be one which takes advantage of two factors. First, <br /> the open space corridor should expand upon the separation <br /> between Madison and Verona already provided along Verona <br /> Road by Badger Prairie County Park, and seek to create a <br /> corridor that would connect this park with the planned <br /> University of Wisconsin Golf Course about one mile to the <br /> northwest. Second, the open space corridor should include <br /> the ridgeline and high ground running between Cross Country <br /> Road and Highway PD, north of Badger Prairie Park. This <br /> ridgeline provides a visual barrier which screens the open <br /> land to the west from the advancing development to the <br /> north and east. <br />
