• <br /> • /./L,--7 9/ <br /> December 10 , 1988 <br /> Dane County Zoning Dept . <br /> Bill Fleck, Director <br /> Room 116 City-County Bldg. <br /> Madison, WI 53709 <br /> Dear Mr. Fleck: <br /> I Wish to address the Dane County Zoning Committee on the matter <br /> of a requested zoning change petitioned (#4391) by Dr. Tim Docter for <br /> a piece of property he proposes to purchase on Lake Waubesa. The <br /> prospective buyer is seeking reclassification from Al exclusive <br /> to R1 in order permit his proposed building plans on this lake- <br /> front setting. <br /> As an avid fisherman and student of limnology at the UW, I am <br /> especially concerned with the possible adverse effects of such <br /> development on the shoreline. Presently, the shallow water zone <br /> adjacent to this property is blessed with a bottom composition <br /> consisting mainly of small rounded gravel pebbles . This type of <br /> substrate is the favored spawning grounds of several fish species <br /> including walleyed pike. In addition, the well-aerated nature of <br /> such an environment attracts small bait and panfish which in turn <br /> act asa magnet for larger gamefish at feeding time. My fear is <br /> that this prime fish habitat would be jeopardized as a consequence <br /> of the building projects envisioned by Dr. Docter. The construc- <br /> tion of a large house or houses would entail removal of many trees <br /> and considerable ground vegetation. Bared surfaces are subject <br /> to erosion and coupled with the rather steep banks along this site <br /> could lead to gulley formation and resultant heavy run-off of silt <br /> and debris which would ruin the fine quality of the lakeshore bot- <br /> tom. Although some degree of siltification is inevitable in any <br /> case of waterside development , the amount is controllable. The <br /> trouble is we have no guarantee of how careful the builders will <br /> be. <br /> In light of recent walleye and muskellunge stocking efforts under- <br /> taken by the DNR and the Yahara Fishermen' s Club in an attempt <br /> to improve Lake Waubesa as a sport fishery, it would be a step <br /> backward to permit any large-scale building on its banks . For <br /> this reason I urge the Zoning Committee to withhold reclassifi- <br /> cation of this property.
