No comprehensive development <br /> plans for the area exist, and no jurisdiction is prepared to <br /> extend full urban services to the area at this time. In the <br /> absence of a comprehensive long-range plan for eventual urban <br /> development of the entire area, ad hoc approval of scattered <br /> "exurban" lot divisions and small residential developments is most <br /> likely to result in pre-empting the very best open space locations <br /> for private use without adequate consideration of an overall <br /> development pattern, or of the future public needs for parks, <br /> environmental corridors and other open space uses.
