Box 2985 <br /> AMadison,Wisconsin 53701-2985 <br /> �\ 608 266 4635 <br /> WAIL <br /> 1 December 8, 1988 <br /> .iiss <br /> Ms. Shary Bisgard, Chair <br /> Dane County Agriculture, Environment and <br /> Land Records Committee <br /> Room 116, City-County Building <br /> Madison, WI 53709 <br /> Dear Chairwoman Bisgard: <br /> The City of Madison Department of Planning and Development has <br /> received notice of the application by Mortgage Survey Associates <br /> to rezone lands on Libby Road in Section 32, Town of Blooming <br /> Grove, from the A-1 Exclusive Agriculture District to the R-1 <br /> Residential District for a proposed 4-lot Certified Survey (Zoning <br /> Petition #4391) . <br /> This 9-acre property is strategically located between the Lake <br /> Farm County Park to the North and the 190-acre WARF property to <br /> the South. This property and the WARF property together include <br /> nearly one mile of lakeshore, and constitute the last large <br /> private parcel on Lake Waubesa. <br /> This entire strip of lakeshore is a beautiful stretch of natural <br /> shoreline and includes a diverse mixture of woods, wetlands, <br /> meadows and hilltop overlooks. In addition, the property contains <br /> several Indian mounds, and it is expected that other archeological <br /> sites would be found here. By any objective criteria for <br /> evaluating open space potential in the Madison area, this section <br /> of lakeshore would rate as a top priority for preservation. <br /> Because the land was not expected to urbanize in the near future, <br /> there has been no consideration of how this area should be <br /> developed or how the lakeshore should be treated. <br /> There has been increased discussion recently of "greenbelts" and <br /> the desirability of preserving more open space close to the urban <br /> area. Efforts to protect additional open space from urban-type <br /> development should have as a top priority, protection of those <br /> lands which contain significant natural features, have high scenic <br /> value, and which present the best opportunities for meaningful <br /> aggregations of environmentally important land.
