Q <br /> February 7 , 1989 v`^ <br /> `v~ <br /> Dear Members of the <br /> On December 30 , 1988 my wife and I purchased the R. Kilps <br /> property on Libby Road in the town of Blooming Grove . We <br /> will be building our home on Lot #3 within the next two <br /> years and would like neighbors in the case of emergency <br /> and so that our children might have friends close by. For <br /> these reasons we have requested a zoning change . This change <br /> would allow the construction of two homes in addition to ours <br /> on this 10 acre parcel . <br /> Contrary to popular belief, we have a strong desire to maintain <br /> and improve the integrity of this land in addition to protecting <br /> the Indian Mounds . Since my initial proposal , Jim Mueller (Dane <br /> County Parks ) and, to a lesser extent , Si Widstrand ( City Parks ) <br /> have assisted with a plan which ensures protection of this land. <br /> A) INDIAN MOUNDS <br /> 1 ) An approval of the CSM will allow for a 30ft <br /> building restriction away from the mounds which <br /> will prevent all three homes from being built <br /> close to the mounds . Present law allows for <br /> building next to the contour of the mound. <br /> 2 ) With the CSM approval , we will build on the south <br /> end of Lot #3 at the area of the old foundation <br /> but NOT between the last two mounds . This is an <br /> area of old foundation and excavated dirt so it <br /> is already "developed" . This means that there will <br /> be no building near the majority of the mounds to <br /> the immediate north. <br /> FEB 161969 <br /> 3 ) A conservation easement around the mounds and flood- <br /> plain will be granted to the State Historical Society <br /> 7120N6ON providing further security for the protection of <br /> the mounds . <br />
