Smiley , Director <br /> Community and Regional Development Planning <br /> DATE : June 3, 1991 <br /> RE: Urban Service Area Status of Lands in Petition 4373 - <br /> Town of Burke (Ellifritz/Hovde) <br /> A. Summary Status <br /> The Regional Planning Commission has asked for a mutually agreeable plan <br /> for the Town of Burke to be approved as a basis for making a decision on <br /> the urban service area. The latest draft of the Burke Plan was reviewed <br /> in May. There was no agreement to approve the plan, only agreement to <br /> continue discussion of the plan. <br /> Planning issues in the Town of Burke have not been resolved and the urban <br /> service area has not been amended. Therefore, it would be inconsistent <br /> with adopted plans to approve any commercial zoning outside of the <br /> delineated urban service area or the limited service area. <br /> B. The following is the chronology of the request by the Town of Burke to <br /> change the boundaries of the Burke Limited Service Area and to reclassify <br /> as an Urban Service Area with full urban services: <br /> 1 . A public hearing was held by the RPC on September 22 , 1988 to <br /> consider a change to the boundaries of the Burke Limited Service <br /> Area and reclassify the area to an Urban Service Area at the request <br /> of the Town of Burke. <br /> The analysis stated that the Burke Limited Service Area was created <br /> to solve an existing problem and not to encourage additional urban <br /> growth with the full range of urban services. At that time there <br /> were 63 acres of vacant developable land in the Burke Limited <br /> Service Area at USH 51 and 1-90. <br /> Staff recommended denial of the request . The Commission took no <br /> action. <br /> 2. Petition 4373 requesting C-2 zoning for this entire site had a <br /> public hearing on October 11 , 1988. Staff comments noted the RPC <br />
