Dane County Zoning and Natural Resources Committee <br /> Page 3 <br /> June 3, 1991 <br /> C. The Latest Burke Proposal <br /> The town is seeking to delineate a permanent boundary for the Town of <br /> Burke. The area is within the existing north and west town boundary, <br /> with Hoepker Road and a line straight west across Cherokee Marsh as a <br /> southern boundary, and the east boundary running from the Hoepker- <br /> Rattman Road intersection straight north to the town line. <br /> The town's land use proposal Is for major commercial development in the <br /> Hwy. 19-51 and Interstate area. They propose to provide sewer to the <br /> residential subdivisions north along Rattman and Portage Roads, as well <br /> as allowing additional sewered residential inflll development between <br /> those subdivisions. <br /> They propose a half mile wide separation area to the east , between their <br /> residential area and Sun Prairie's proposed development area. Since the <br /> southeast portion of the town has been separated by annexation, they <br /> (Burke) do not intend further development as part of Burke. They do <br /> expect annexation of this area by the two cities in the next few years. <br /> Each of the Intergovernmental Coordinating Committee members responded <br /> with concerns from their perspective, but generally agreed to continue <br /> constructive discussion of the proposal . The next meeting of the <br /> committee is scheduled for June 20, 1991 . <br /> The summary status is that the latest draft of a proposed Burke plan was <br /> reviewed in May. There was no agreement to approve the plan, only <br /> agreement to continue discussion to reach agreement on a mutually <br /> agreeable plan. <br /> The Regional Planning Commission has asked for a mutually agreeable plan <br /> for Burke to be approved as a basis for making a decision on the urban <br /> service area request. This has not been done. <br /> D. Relationship to Petition 4373. <br /> As noted in our comments of October 11 , 1988, "The development proposed <br /> should be served by urban services, and a request to extend the urban <br /> service area is currently before the Regional Planning Commission. The <br /> area should not be zoned C-2, a very intensive district , unless urban <br /> services are provided. " <br /> Planning Issues In the Town of Burke have not been resolved and the urban <br /> service area has not been amended. Therefore, It would be inconsistent <br /> with adopted plans to approve any commercial zoning outside of the <br /> delineated urban service area or limited service area. <br /> TLS: Iel <br /> RPC-' <br />
