Dane County Zoning and Natural Resources Committee <br /> Page 2 <br /> June 3, 1991 <br /> northern 500 feet of this area along STH 19, which is in the Windsor <br /> Urban Service Area, could be rezoned, but rezoning the balance to <br /> commercial would be Inconsistent without urban services. <br /> 3. On October 12, 1988 the Town requested postponement of consideration <br /> of the urban service area request , which the Commission did on <br /> October 13, 1988. <br /> 4. In late 1988 and early 1989 there was correspondence concerning an <br /> approach to the overall planning needed in the Town of Burke between <br /> the Town and RPC. The RPC felt that this site (STH 19) should not <br /> develop until there is agreement on an overall plan for the Town. <br /> 5. RPC approved a planning study proposal to assist the Town of Burke, <br /> which was accepted by the Town in March 1989. <br /> 6. RPC staff worked with Town of Burke on plan elements until September <br /> 1989 when the RPC formed a Burke Area Intergovernmental Coordinating <br /> Committee composed of representatives of the Town of Burke, City of <br /> Sun Prairie, City of Madison, Town of Windsor , County Executive's <br /> Office and RPC. This committee was to review and revise the draft <br /> work Into a mutually agreeable plan for the Town. <br /> 7. Work progressed until February 1990 when there was disagreement over <br /> future jurisdiction of specific areas. <br /> 8. In June 1990 Burke hired a planning consultant to directly help them <br /> with their Town plan. <br /> 9. September 13, 1990 the RPC held another public hearing on the same <br /> urban service area request at the request of the Town (same as Item <br /> 1 above) . No action was taken pending completion and acceptance of <br /> the overall Town plan. <br /> 10. In November-December 1990 and January 1991 there were a series of <br /> Intergovernmental Committee meetings to discuss the draft plan for <br /> the Town of Burke. There were many issues discussed, but no <br /> agreement was reached. Burke adopted the plan In January 1991 . <br /> 11 . February 14, 1991 meeting found no agreement on the plan among other <br /> units of the Burke Intergovernmental Committee. Several annexations <br /> had been proposed to the cities. The group agreed to allow the <br /> annexation process take Its course. <br /> 12. Since the April 1991 election, new Town of Burke officials have <br /> worked on a revised town plan, which they reviewed before the Burke <br /> Intergovernmental Committee at a meeting on May 16, 1991 at the <br /> Burke Town Hall . <br /> RPC--1 <br />
