74.131(4)(f) Revegetation Plan: All disturbed topsoil and non salable materials existing
on the site will be stockpiled for reclamation of the pit floor. A minimum of four inches
of combined topsoil, topsoil substitute, and mine waste will be spread across the floor of
the mine. Following grading and scarifying the topsoil, Mixture 20 grass seed will be
planted per Wis DOT specifications 630. An equal amount of annual ryegrass shall be
added to the mix. Seed mix shall be applied at the rate of four(4) pounds per 1,000
square feet. Fertilizer shall meet the minimum proportions of nitrogen 16%, phosphoric
acid 8%, and potash 8%.
74.131(4)(g) Quantifiable Standard: Grass cover expected will be comparable to grass
on existing fields above the existing quarry. Existing topsoil is thin and plant growth is
somewhat limited. See Exhibit#2.
74.131(4)(h) Erosion Control Measures: The quarry is located on a ridge, and no offsite
runoff will flow into the quarry. Mining will be below the surrounding ground surface
and no quarry runoff will leave the quarry. Surface runoff in the reclaimed quarry will
flow down very flat slopes to the northwest side of the quarry. Ponded water will
percolate into the sand and gravel. The total drainage basin after reclamation will be
approximately 20 acres. This is derived from adding the reclaimed 10 acres of the
working quarry (south 10 acres) to the already reclaimed north 10 acres. Initially,
stripped topsoil will be stockpiled above the quarry along South Park Street and
Koshkonong Road. Stockpiles will be seeded and silt fence installed along South Park
Street and Koshkonong Road. As the mine expands, the topsoil berm will completely
surround the quarry. Later stripped topsoil will be hauled directly to the mine floor for
stockpiling and/or reclamation.
74.131(4)(i) Interim Reclamation: Reclamation will proceed in finished areas as soon as
operations allow. Areas required for the mining operations and not reclaimed will be
measured each year to determine bond per 74.141 Financial Assurance; Requirements
(typically at$1,500 per acre—see 74.141 (3)(a)).
Mining Reclamation Plan 4
JH-09-14
5/6/2014
