74.131(3)(b) Agricultural Use: The quarry is zoned Exclusive Agricultural and will be
restored to agricultural use.
74.131(4) Reclamation Measures: This is a medium size quarry and stage reclamation
may be possible. The area of quarry not reclaimed will vary, depending on operations in
process. The sand and gravel mining operation will require about 5 to 10 acres.
Reclamation will proceed as areas are mined out, work areas are moved, and topsoil
becomes available from stripping. Bonds are renewed annually, therefore the unclaimed
area can be measured and moneys can be adjusted. The date for completion of the mining
cannot be anticipated. The reclamation plan will be implemented when all valuable
materials have been removed from the mine and the extraction operations are terminated.
Reclamation will be completed within one year of final extraction.
74.131(4)(a) Earthwork: Reclamation will require grading remaining stockpiles across
the mine floor, with the floor having a slight slope to the north. Mined materials that
cannot be sold and stripped topsoil will be spread across the quarry floor. See Map#2.
74.131(4)(b) Topsoil: Topsoil and topsoil substitutes will not be removed from the site
and will be stockpiled on the site as appropriate. The undisturbed agricultural land will
continue to be farmed, therefore stockpiles will be placed on high ground, seeded and silt
fenced where required. When the pit grows to allow reclamation, stripped topsoil may be
placed directly into reclamation areas and stockpiles may be moved into the pit. Topsoil
in the pit will not require erosion protection, because slopes are flat and no runoff will
leave the pit.
74.131(4)(c) Reclaimed site: See Maps #1 and#2 for reclaimed topography based on
Agricultural Restoration and Zoning. The quarry floor will slope gently to the north end.
Runoff, that does not infiltrate into the sand and gravel subgrade, will flow to the low
points of the pit where it will pond until it infiltrates into the ground. Any stockpiled
material larger than gravel will be bermed against the excavated sand and gravel walls to
provide a buffer from possible slides.
74.131(4)(d) Post Mining Structures: The land returned to agricultural use would not
require any buildings. All structures associated with the mining operation including the
scale will be removed.
74.131(4)(e) Estimated Costs:
Grade unsold material, spread topsoil, fertilize and seed.
Total cost per mined and unreclaimed acre: $1,500 as established by Dane County.
—see 74.141 (3)(a) Dane County Zoning.
Mining Reclamation Plan 3
JH-09-14
5/6/2014
