• <br /> CONCEPT AND BUDGET REPORT FOR GOVERNER NELSON PARK <br /> r I. PROJECT SUMMARY <br /> A. Project Description and Purpose <br /> Governor Nelson State Park is located on the north shore of Lake <br /> • Mendota, in the Town of Westport near Madison. The land was <br /> obtained in accordance with the Wisconsin Comprehensive Outdoor <br /> Recreation Plan policy to develop facilities that are in or close <br /> • to urban areas. A DNR survey of recreational needs indicated that <br /> emphasis should be placed on picnic areas, recreational trails, <br /> swimming facilities and nature areas. Land acquisition was begun <br /> in 1975. <br /> The park is expected to have 300,000 visitors annually for <br /> multi-seasonal day use recreation. In addition to picnic, beach <br /> and nature trails, there will be a small boat landing for fishermen, <br /> a fish cleaning building, bath house, a visitor station, service <br /> building, parking and roads. A part of the park, including <br /> wetlands, will revert to a natural state. <br /> 4 B. Considerations <br /> When obtaining planning approval of the Town of Westport, agreement <br /> 4 was made to ensure the values and privacy of near-by properties. It <br /> is essential that two public roads, Indianola Drive and Oak Avenue, <br /> be vacated because they bisect park land and would prevent control <br /> of entrance and exit. The vacation of those roads in turn <br /> necessitates upgrading Wakanda Drive, a residential road at the <br /> south end of park land, for the use of fire department vehicles as <br /> well as residents' autos, school bus and service vehicles. Fencing, <br /> planting and a bern will also be provided in that area. <br /> C. Authorized Budget <br /> The estimated total project cost of $1,350,000 was included in the <br /> 1983-85 biennium budget and building program. Funds are from ORAP <br /> Borrowing. <br /> D.
