If these interests seem to conflict, they have also given me <br /> perspective on both sides of the question. <br /> The parcel in question, the former Peterson property, has in recent <br /> years been a tough problem for adjacent property owners--and for the town <br /> and county. Five acres, there is a pleasant home on the north side but <br /> a group of marginal sheds and buildings on the south next to an older <br /> home on adjacent property. 0210-'t,-fi.L') <br /> Although the parcel is sub-standard size for the present agricultural <br /> zoning, it is still large enough to permit housing animals in unlimited <br /> numbers within very few feet of the neighboring home. There seemed no <br /> remedy when the pig-raising operation moved in except when there were <br /> clear violations of public health codes. <br /> The upshot has been that, even though the pigs have been gone for <br /> some time, the property was left in virtually unsalable condition and <br /> the adjacent home owner has been unable to sell and leave his unpleasant <br /> situation. <br /> The present petition, which I believe seeks to re-zone the whole <br /> five acre parcel to A-2 would permit a recycling operation but it would <br /> not eliminate the option of raising animals so close to non-farm homes. <br /> Leaving the zoning as it is now has contributed to both properties being <br /> a problem on the market, incompatible uses always a possibility. <br /> So far as I know, we in the town have not made a serious effort to <br /> sit down with the parties concerned to see if the use Mrugala proposes <br /> for this property might be planned to be a plus. The town hearing will <br /> be next week and could provide such an opportunity. <br /> It would be possible, for instance, to zone the former Peterson <br /> home .R-1 or RH-1 and zone only a given area and the buildings for the <br /> reycling operations. Conditions could be established defining the <br /> scope of operation permitted, numbers and location of vehicles, if any <br /> to be kept on the premises (could trailers, trucks be stored elsewhere <br /> when not being unloaded?) working hours, etc.? With only 2-3 acres <br /> zoned A-2 the animal option would be very limited. <br /> Granted Mrugala has skirted proper zoning procedures. On the <br /> other hand he has shown good faith in his strenuous efforts to clean out <br /> the buildings and grounds and keep trailers and vehicles as out-of-sight <br /> as possible. Perhaps if neighbors can pinpoint specific problems there <br /> are solutions. <br /> I hope no final decision5are made before honest efforts can be <br /> made to work out differences and will do what I can toward this end. <br /> 0/1Az ie1/04-- <br />
