One possibility is to <br /> require additional on-site parking as a condition. <br /> The parking area raises the concern of storm drainage, since there <br /> are no storm sewers in the street. As a condition, the site plan <br /> should address storm drainage from the site, the direction of flows <br /> and what will be done to minimize impact on neighboring properties. <br /> If sound is a concern, the placement of the building on the site and <br /> additional tree plantings could be used to minimize sound disturbance <br /> on neighbors. <br /> 4. That adequate utilities, access roads, drainage and other necessary <br /> site improvements have been or are being provided. <br /> 5. That adequate measures have been or will be taken to provide ingress <br /> and egress so designed as to minimize traffic congestion in the public <br /> streets. <br /> Staff Comment: The sewer and water utilities are adequate to our <br /> knowledge. Drainage has been discussed with 3, above. While the _ . <br /> street is narrow, the site is 2 lots (less the 300 ft. ) from Rusk <br /> Avenue, thus traffic would not be traveling the full length of <br /> Nygard Street. Most church activities are at off-peak traffic hours. <br /> 6. That the conditional use shall conform to all applicable regulations <br /> of the district in which it is located. <br /> Staff Comment: If the previous concerns and conditions have been <br /> met, this condition will have been met. It should be noted that any <br /> expansion would be subjected to further conditional use review and <br /> given the size of the lot, the limited street width, and lack of <br /> street improvements the applicant should be cautioned concerning <br /> future possible expansion. <br /> Our staff is willing to work with the zoning department staff in preparing <br /> more definitive language relative to the conditions if the committee places <br /> stipulations on the applicant. <br /> • <br /> 2 <br />
