This issue was discussed at a Cottage Grove Plan Commission meeting on November 13th. At that meeting we were notified that a Public Hearing on the change of zoning was scheduled for November 25th at 7:00 PM at the Cottage Grove Town Hall . That Public Hearing was cancelled because of bad road conditions. The Town Board rescheduled the Hearing for after a regular Town Board Meeting on December 16th at 9:00 PM. At that meeting I invited Robert McDonald from the RPC and Rick Boehm from Public Works to talk about recycling and the Count' s status on landfills. The results of the December 16th meeting is as follows: The Town Board voted to form a committee to look at alternative sites and gave them three months to do this. They are to report back to the Town Board on March 17th. The Town Board also moved to go ahead with the A-2 zoning on the existing site right a way. Some of my concerns at that meeting were : If zoning is to be granted before the committee has had the opportunity to review other sites, why was the committee formed? If zoning is granted prior to the committees report I would think it would be granting speculative zoning, because if they are going to look at other sites with an open mind, there may be a better site. Another question I had, was would the Town Board be amenable to a Conditional A-2 zoning with a sunset clause of 2 or 3 years to give them the opportunity to clean up that site and close the landfill area to DNR specifications. They were not interested in the sunset clause unless the Zoning Committee wanted to propose something to them. They said the DNR has not given them a plan for closure of the landfill yet.
