1 . The Statutory Tests . The Wisconsin Farmland <br /> Preservation Act, Wis. Stats . (1977) , ch. 91 , establishes <br /> "minimum requirements for zoning ordinances" enabling land- <br /> owners to claim the Act' s farmland preservation credit . Wis . <br /> Stats . (1979) , § 91 . 71 . One of the express purposes of Ord . <br /> 10. 12 is to comply with those statutory requirements ; thus <br /> they have a direct bearing on the Committee s task here . The <br /> statutory requirements are found in Wis . Stats . (1977) , § 91 . 75 . <br /> Two are especially pertinent . Section 91 . 75 (3) provides as a <br /> minimum requirement that : <br /> " (3) No structure or improvement may <br /> be built on the land (zoned A-1 Exclusive) <br /> unless consistent with agricultural uses . " <br /> And Section 91 . 75 (5) provides, also as a minumum requirement, <br /> that : <br /> " (5) . . conditional uses (must be) lim- <br /> ited to those . . . uses which do not conflict <br /> with agricultural use and are found to be <br /> necessary in light of the alternative locations <br /> available for such uses .
