Operation of the facility by Clinicare will pump funds <br /> into the community on a continuing basis by virtue of the <br /> purchase of food , supplies and equipment . To the extent <br /> available it is anticipated these will be purchased locally . <br /> 7 .' Based on experience in other communities the use of the <br /> property by Clinicare will have no adverse effect on property <br /> values in the area . The Redemptorist Fathers are convinced of <br /> this to the extent they have offered to place the sum of <br /> $100 ,000 .00 in escrow for a period of 15 years to cover potential <br /> losses in this area . <br /> 8 . The need for public services and the amount of traffic <br /> generated by Clinicare' s proposed use would be almost identical <br /> to the use of the premises as a college . <br /> 9 . Concern has been expressed with respect to security of <br /> local residents . We believe this concern , while understandable, <br /> is unfounded . <br /> 10 . With respect to public services as it relates to <br /> security , it would be the intent of Clinicare to provide them <br /> internally if possible . If not , provision would be made for <br /> reimbursement of any additional cost to the community . In addi- <br /> tion, Clinicare is proposing the construction of living quarters <br /> for staff on the premises and the construction of fencing between <br /> the facilities and current residential districts . While Clinicare <br /> does not believe these are necessary for the safety of the sur- <br /> rounding area , if .it makes the use of the premises more palatable <br /> to the community, Clinicare is willing to make the expenditure. <br /> 11 . Clinicare' s cost is approximately $9 ,000 .00 per child <br /> her month less than the cost of caring for and educating that <br /> child in a state institution . Assuming 100 children are involved <br /> total saving to the taxpayer is $10 ,800 ,000 .00 each year . <br /> 12 . The property has been essentially dormant for over five <br /> years .
