The area proposed for rezoning is within the <br /> Central Urban Service Area according to the Regional Development Guide <br /> and the Dane County Farmland Preservation Plan for the Town of Blooming <br /> Grove Area. Sewer availability to this site would be advantageous for <br /> the landfill use to transport leachate for treatment . <br /> Since this area is intended for urban development , use of the site as a <br /> landfill will limit potential urban uses. <br /> There are a number of single family homes in the immediate area <br /> surrounding the site. It will require extensive mitigation actions to <br /> lessen the use conflicts between the residential and landfill use <br /> activities. <br /> The Lake Farm County Park is an increasingly popular park as noted by <br /> the Park Commission and staff . <br /> Major environmental issues have been addressed through DNR and Waste <br /> Facility Siting Board reviews. <br /> Since the hearing in 1986, there have been several plans drafted and <br /> adopted which impact this area: <br /> - The Dane County Park and Open Space Plan, adopted June 21 , 1990, <br /> proposes to add this site to the Nine Springs E—Way project area. <br /> - The Dane County Greenspace Plan, adopted October 17, 1991 , <br /> reflects the same addition of this area to the E—Way as the Park <br /> and Open Space Plan. <br /> The City of Madison Peripheral Development Plan, adopted December <br /> 4, 1990, recommends that this area not be urbanized and that the <br /> area be taken out of the urban service area. <br /> • <br /> TLS: Iei . <br /> 1 ‘41114/A <br />
