Endpoint Solutions <br /> 2. THE USES,VALUES AND ENJOYMENT OF OTHER PROPERTY IN THE NEIGHBORHOOD FOR PURPOSES ALREADY <br /> PERMITTED SHALL BE IN NO FORESEEABLE MANNER SUBSTANTIALLY IMPAIRED OR DIMINISHED BY <br /> ESTABLISHMENT,MAINTENANCE OR OPERATION OF THE CONDITIONAL USE. <br /> Adjacent parcels to the west and south are currently undeveloped,but zoned commercial.Parcels to <br /> the north and east are also zoned commercial and utilized for semi-tractor and trailer parking and <br /> refueling and other commercial uses.The nearest residences are located over 175'and 210'from <br /> the northeast and southeast property corners,respectively.The proposed use is consistent with <br /> neighboring non-residential parcels,and potential impacts to neighboring residential parcels from <br /> increased traffic,noise,and light will be limited to the extent practical by the following proposed <br /> operational parameters: <br /> a) Utilizing Haugen Road to access Hwy-51 and the interstate in order to avoid passing any <br /> residences between the site and construction projects; <br /> b) Use of mobile equipment and lights utilizing the quietest generator reasonably available for <br /> the task;and <br /> c) Directing lights so as to minimize incident light on any neighboring parcels and roadways. <br /> 3. THAT THE ESTABLISHMENT OF THE CONDITIONAL USE WILL NOT IMPEDE THE NORMAL AND ORDERLY <br /> DEVELOPMENT AND IMPROVEMENT OF THE SURROUNDING PROPERTY FOR USES PERMITTED IN THE DISTRICT. <br /> The RMC batch plant will have similar truck traffic and operating times expected from a commercial <br /> area and consistent with the existing neighboring commercial operations.The parcel is of sufficient <br /> size(>5 acres)to allow sufficient setbacks from neighboring parcels and roadways to minimize <br /> impacts. <br /> 4. THAT ADEQUATE UTILITIES,ACCESS ROADS,DRAINAGE AND OTHER NECESSARY SITE IMPROVEMENTS HAVE <br /> BEEN OR ARE BEING MADE. <br /> The proposed RMC batch plant will be a temporary and portable installation.One driveway as <br /> shown on Figure 1 will be installed with a culvert in accordance with Town of Albion requirements <br /> and permitting.Minor clearing,grading,and filling will be performed to prepare the ground for the <br /> batching equipment and stockpile areas.Electrical service at the Facility will be provided by <br /> portable generator units as necessary for nighttime work.A new onsite water well will be applied <br /> for and installed in accordance with all State and Town of Albion requirements.No sewer <br /> connection will be necessary.Onsite water would be used for the batching operations or truck <br /> washout.As this is a temporary installation for construction with no associated building,sanitation <br /> facilities for onsite workers will be provided by portable toilets.Stormwater permits and <br /> improvements required by the Town,County,and/or State will be installed as required and <br /> applicable. <br /> 5. ADEQUATE MEASURES HAVE BEEN OR WILL BE TAKEN TO PROVIDE INGRESS AND EGRESS SO DESIGNED AS TO <br /> MINIMIZE TRAFFIC CONGESTION IN THE PUBLIC STREETS. <br /> RMC Batch Plant Conditional Use Permit Amendment-Mr.Jon Halverson November 14,2016 <br /> Endpoint Project:393-002-001 Page 4 of 5 <br />
