- 1 <br /> Ms. Chairman & <br /> Members of the County Zoning Committee <br /> I was deeply shocked and surprised at the public hearing and unprepared for the <br /> Town of Cottage Grove requesting that they withhold their comment on the zoning <br /> petition 3625. I would have been more informative in my presentation if I would <br /> have expected their decision not to recommend approval of our zoning change. <br /> At the Town Board Meeting, March 17th, the board on a rehearing failed to endorse <br /> or reject a zoning change, so, they haven't any recommendation one way or the other. <br /> The fifth board member was absent because of illness and has written you a letter <br /> of approval of this zoning change. <br /> We have, I believe, followed all the procedures of the Town of Cottage Grove and <br /> the County of Dane in asking for our zoning change. We have even gone beyond the normal <br /> procedures by approaching all the neighbors in the immediate area who would be mostly <br /> affected, at least four (4) days before the planning meeting. We informed them of <br /> the date, time, and place of the planning meeting. I believe, we informed them of <br /> the town meeting time and date also. We also gave them a choice of two petitions <br /> to sign, one in favor of the zoning change and one against. <br /> We also contacted the County Hwy Department, the Department of Environmental Health <br /> and the State Hwy Department if they had any fears or restrictions on placing a truck <br /> terminal at this location. They had no problem with the site, they indicated it was <br /> a natural location for this type of town project. <br /> Both the planning committee and the town board approved the zoning change to commer- <br /> cial , and the site meets all the requirements for commercial zoning. <br /> I am enclosing a copy of the minutes of the February 17th, Town Board Meeting, where <br /> they voted in favor of our zoning change. Also, a copy of the letter with their ap- <br /> proval of the zoning change and also the County Hwy Committee is in favor of the <br /> change of use for the driveway. <br /> We have changed some of the boundary lines of the proposed C2 area. I will however, <br /> get a site plan layout to Norb Scribner before your meeting. <br /> The town and village had some concern about the site and operation of the trucking <br /> terminal as to increased traffic on County N. This is a Class A highway however, <br /> designed for truck traffic. The terminal would increase traffic by about 2% with a <br /> lot of that traffic getting off of Interstate 94 and on again, therefore, being on <br /> County N only a few hundred feet. Not all trucks would be coming or going from one <br /> direction, but some from all four. North and South on N and East and West on I94. <br /> I will leave a map of Dane County with Norb on which I will mark some truck routes <br /> for you. In talking with the traffic managers of a couple of the truck lines planning <br /> to use the terminal , they indicated that the Feeder Trucks coming from the South and <br /> West using I90 would continue on I90 to I94, then head East to N turnoff to reach the <br /> terminal . Although the route is longer, it would be faster for them. Another concern <br /> was water run off. This water would be contained on our land as we have the lowest <br /> spot in the area. <br /> We haven't come up with a final site plan as yet, but I assume most of the water will <br /> run off to the South. We will seed that area and if need be, we will install a <br /> waterway to the ditch along Gaston Road, then at our farm entrance, it will return <br /> to our property. If necessary, we can put a culvert in our driveway and direct the <br /> water to the Northeast to an old gravel pit on our land. This is the lowest part <br /> of our land and adjoining land. We could put in some trees for screening along Hwy N <br />
