Fleck: <br /> At the public hearing held July 8 at the City-County <br /> Building I first became aware of a letter sent to your <br /> office by Richard and Mary Ashley concerning my request for <br /> a conditional-use permit so that I may utilize my 7 acre <br /> parcel as a private landing strip. <br /> As I rioted at the public hearing my immediate responses <br /> would be and were "off-the-cuff" and could not be <br /> substituted for prepared statements addressing each item <br /> described in the Ashley letter . I believe that this letter <br /> will clarify my position and provide a more thorough <br /> response to concerns expressed by the Ashleys. <br /> The Ashleys state that they have no objections to my <br /> request providing that a number of: restrictions are placed <br /> on the cconditional -us _. permit . T believe that I can <br /> accommodate the A5h1eys' '_on_erns with safety without <br /> h.Tt'-'.ii net Dane County impose undue and inappropriate <br /> restrictions on the conditional-use permit . <br /> Most of the Ashleys' concerns are already addressed by <br /> Federal Aviation Administration regulations which I will <br /> note here. The following is a review of each restriction <br /> proposed by the Ashleys and my response. <br /> ITEM #1 -- The airstrip is to be classified as a personal <br /> airstrips to wit,. only Mr . Neiman may use the airstrip. <br /> Although I will be the principle user of the airstrip , I <br /> have requested from the Federal Aviation Administration <br /> that our airstrip be classified as "private-restricted" to <br /> allow occ=asional use by invitees at some future date should <br /> I decide to lengthen the runway. At the runway' s current <br /> length I have no intentions on inviting anyone else to use <br /> the airstrip. <br />
