• <br /> 4) Statements relative to flight over residences and the <br /> condition of the proposed airstrip are false. <br /> 5) Statements concerning the length of the proposed runway, <br /> elements of weather , pilot decision making, possible <br /> mechanical failure or physical impairment of the pilot are <br /> irrelevant , and if compared with other acceptable modes of <br /> transportation and recreation, unfairly discriminatory and <br /> therefore should be discounted. <br /> 6) Although the time and effort taken by the committee to <br /> view the proposed airstrip was appreciated, the angle in <br /> which the committee viewed the proposed airstrip may have <br /> created distortion and illusion relative to the alignment <br /> of the runway with adjoining properties, and may have been <br /> perceived that there would be overflight of residences, <br /> which is not the case. Aerial and ground photos of the <br /> entire area at a variety of angles clearly proves this. <br /> 7) The committee made no attempt to contact the applicant <br /> for additional information or clarification of the points <br /> and facts presented in support of the proposed airstrip. <br /> 8) The statement that the applicant requested "unlimited <br /> use" of the airstrip is false, and indicates that the <br /> zoning committee did not consider any of the restrictions <br /> suggested by the applicant in a letter of July 11 to Bill <br /> Fleck in which each member received a copy. These <br /> recommendations were based on existing regulations and <br /> knowledge of air transportation. The intended use of the <br /> proposed airstrip has not changed. It is to be used solely <br /> by the applicant until which time the runway can be <br /> lengthen. At no time has the applicant ever requested <br /> unlimited use of the proposed airstrip. <br /> I have requested that a representative of the Wisconsin <br /> Department of Transportation, Aeronautics Bureau physically <br /> inspect and provide an expert appraisal of the site. I <br /> would like to invite a representative of the Dane County <br /> Board to accompany the DOT representaitve during the visit . <br /> Either the afternoons of August 18 or 19 are available for <br /> the inspections. I would also be on hand to answer any <br /> questions of both the DOT and Dane County representatives. <br /> Thank you for considering this request .
