SITE DESCRIPTION AND GENERAL INFORMATION <br /> Introduction <br /> The Dane County Public Works Department has proposed the development <br /> of a County-owned and operated solid waste sanitary landfill (Dane <br /> County Sanitary Landfill No. 2) near the City of Madison's south- <br /> eastern corporate limits in the Town of Blooming Grove, north of <br /> U.S.H. 12 & 18 and west of C.T.H. "AB" . <br /> The proposed landfill is designed to incorporate a five foot thick <br /> compacted clay liner at the base and sidewalls of the site to provide <br /> a barrier for the exfiltration of leachate and a two foot thick <br /> compacted clay cap as final cover to prevent the infiltration of <br /> surface water. <br /> Clay soils derived from the silty clay loess deposits located on-site <br /> are proposed to be used for about 40% of the clay needed for liner <br /> construction and final cover. The Droster-Homburg site is proposed <br /> as an alternate clay borrow source to provide a portion of the <br /> additional clay needed. <br /> Site Identification <br /> The Droster-Homburg site consists of about 35 acres in the fractional <br /> South 1/2 of the Northwest 1/4 and the fractional North 1/2 of the <br /> Southwest 1/4 of Section 30 , Township 7 North, Range 11 East, Town of <br /> Cottage Grove, Dane County. The site is located east of C.T.H. "AB" <br /> and is bisected by a town road called Lud' s Lane , that dead ends at <br /> a private residence located to the east. <br /> The property is currently owned by Wesley R. Droster, 1405 Nishishin <br /> Trail, Madison, Wisconsin and Harold N. Homburg, 6106 Milwaukee Street, <br /> Madison, Wisconsin. The County of Dane and the owners of the property <br /> are prepared to enter into a contractual agreement, contingent upon <br /> obtaining approval from the appropriate governmental agencies for a <br /> conditional use permit, for the removal of the clay material and the <br /> reclamation of the site in accordance with this Plan. <br /> Land Use and Zoning <br /> The 35± acre Droster-Homburg property which is proposed to be used as <br /> a clay borrow source is mainly cropland which has been typically planted <br /> to corn. Most of the cropland acreage would be disturbed by the borrow <br /> activity but, following the removal of the clay material, the site will <br /> be restored and will again be available for agricultural use. <br /> The Droster-Homburg property falls under the jurisdiction of the Dane <br /> County Zoning Ordinance. Approximately 32 acres are zoned A-1 <br /> Agridultural District (exclusive) . Approximately three acres are <br /> zoned C-1 Commercial District. Governmental uses are permitted in <br /> both of these zoning districts with the issuance of a conditional <br /> use permit. <br /> Topography <br /> The proposed borrow site is located on a gently rolling glacial till <br /> plain approximately three miles northwest of Lake Waubesa.
