The detention <br /> facilities should provide residence times of at least 24 hours . . . <br /> and should provide for . . . infiltration, where feasible." <br /> The original plan recommended two sites near the Beltline Highway for <br /> such detention. One of these sites has some serious limitations which <br /> will .limit its usefulness in meeting the plan's objectives. Thus, <br /> opportunities for large-scale public detention on the proposed research <br /> park site should be thoroughly evaluated. The site may offer one of the <br /> few remaining opportunities for Madison to reduce excessive peak flows <br /> and sediment in the South Fork caused by existing upstream development. <br /> Further, such detention might be carefully integrated into the natural <br /> topography of the proposed development site to enhance its overall <br /> aesthetic quality and attractiveness without reducing the area available <br /> for industrial development. <br /> In addition to the potential of the site to meet Madison's commitment to <br /> • control excessive peak flows and sediment from upstream off-site develop- <br /> ment, on-site runoff and erosion control must be thoroughly addressed. <br /> Madison should assist the developers of the site in identifying innova- <br /> tive and effective measures to meet the city's erosion and runoff control <br /> , ordinance. The amount of land disturbing activity proposed on the site <br /> will require extensive and thorough control of sediment to minimize <br /> additional loads to Pheasant Branch Creek and alleviate concerns which <br /> could be expressed by Middleton. Additional runoff generated by the <br /> research park could be addressed by combining required detention with <br /> that provided for off-site purposes, or by a combination of infiltration <br /> practices on each industrial users site and small , scattered detention <br /> basins throughout the site. <br /> To summarize, Madison must assess the opportunities offered by the Rural <br /> Insurance property to assist in meeting management objectives for the <br /> upper South Fork Pheasant Branch Creek. Stormwater detention on the <br /> site, if feasible, would be undertaken as part of a multi-site strategy. <br /> • <br /> In addition, thorough control of sediment generated during development <br /> of the research park and additional runoff from new impervious areas <br /> should be exercised. <br /> Sanitary Sewer Extension and Environmental Corridors Comments <br /> The Commission staff has received the sanitary sewer extension request <br /> for the RIK proposal for review. This review will be for the purposes <br /> of assuring: 1 ) that the proposed extension is not designed to serve <br /> lands outside of the Urban Service Area (during the planning period) ; 2) <br /> that no sewer service is proposed to be provided to lands within the <br /> designated environmental corridors; and 3) that the proposed extension '►, <br />
