3. The long range plan referenced in Section IV and Appendix D
of your report is a portion of the adopted Dane County Farmland
Preservation Plan. The land east of Pleasant View Road is
designated a Transition Area in the plan, which is intended to
remain in agriculture until it is needed for development. The
uses proposed at the Experiment Station are consistent with this
plan.
In the longer range, over 20 years from now, we do anticipate some
urban development in this area west of the Beltline. This is a
logical area for westward expansion of the central urban area
on a longer term basis. Development decisions should keep this
in mind.
4. In addition, we have several technical or editing comments on the
report, which we feel can be corrected in the Final EIS:
a. Figure 2 needs a scale and legend and some geographical
reference points to be more useful .
b. We suggest that the soils map be marked as Appendix B,
that it have a scale, and that the property be more clearly
delineated and have some geographical reference points.
c. The map at Appendix D should be labeled "Dane County
Farmland Preservation Plan for the. Town of Middleton Area. "
The map also needs a legend and a clear delineation of the
property would be helpful .
d. In the discussion of the plan in Section IV, there is
reference only to Dane County Regional Planning Commission
plans. The Dane County Farmland Preservation Plan has also
been adopted by the County Board, and has been certified by the
State Agricultural Land Preservation Board as meeting state
farmland preservation planning requirements.
e. The site plan for the T.V. Tower should be labeled as such.
Some notations on the dimensions shown would also be helpful .
5. If there are further questions on these comments, please contact
our staff, who will assist in resolving any concerns.
Sincerely,
Cj ----
Charles Montemayor
Executive Director
CM:mml
cc: Jim Roeber, Campus Planning and Construction
Ann Miller, Wisconsin for Research, Inc.
George Austin, Director of Planning and Development, City of Madison
Ed Tallard, Chairman, Town of Middleton
RPC
