Minutes of 02-19-85 meeting were read and approved with one change.
In point #4, the name Mrs. Thomas Williams should have been Mrs.
Thomas Russell .
2. .Discussion of Henry Fredenberg rezone petition. Points of interest
are as follows:
•
Per Henry Fredenberg: _
* Started business in 1978. •
* New silage brought in from Aug. 1 to about Sept. 15.
* Stores about 8,000 tons of silage.
'
Per Steve Reynolds:
* County would like to see a Conditional Use permit in AB zoning
to cover this situation.
t .
Per Dennis Kugle and John Edwards:
* Corn silage is considered a food by-product and not regulated
•
by the DNR.
40 similar operations in the state.
Silage juice should be collected regularly and knifed into
field soils as fertilizer
*- Fredenberg' s pond is not of prober construr ion.
* ,Pond should have a liner like required for liquid fertilizer
ponds on a farm.
* Silage creates 15/20 gallons of juice per ton, if pressed.
* Odors can' t be measured, but silage juice strength can be.
' • * Jefferson County zoning ordinance with a Conditional Use
permit is very strict. Would force most out of business.
* Current ponds areAvalidly constructed and feel they must
• be leaking.
Per Art Peterson:
* 13,000 gallons of juice per acre is very good fertilizer measure.
* Would be very bad in a creek due .to high SOD (Biological
Oxygen Demand) .
* Would take only 15 acres to use the silage juice froIRECE!VED
* Fredenberg' s ( 160, 000 gallons annually) . -
* Regular pumping of the juice would reduce odor. MAR 2 ti 19'55
* All natural , not really harmful .
* This is a very recycling system. DANE COUNIY
Per Kevin Connors: ZONING
* No federal aid for pond construction.
•* Should develop a complete system: structural measures, operation,
maintenance, 'etc.
* Offered use of Waste Utilization Standards to Fredenberg.
