TOWN OF COTTAGE GROVE <br /> COTTAGE GROVE, WISCONSIN 53527 <br /> NV 021 <br /> BM870921 <br /> September 21 , 1987 <br /> The regular meeting was called to order by Chairman Eugene <br /> Skaar at 8 : 00 P.M. All members were present. The minutes of <br /> the last regular meeting were read and approved. <br /> Kris Hampton was sworn in as a member of the Planning <br /> Committee . <br /> The Gaston quarry reclamation plan was brought before the <br /> Board. Mike Cassiday stated that a citation has been issued <br /> to Dean and Barbara Evert charged with failure to comply with <br /> the plan on items one thru four. Oct. 12 at 7 : 30 P .M. is set <br /> as the court date . Mr. Sarko, who represents Mr. Evert <br /> explained that the weather was the big factor in not getting <br /> started with the reclamation. After much discussion, Truman <br /> Nienstedt stated that the Board should require a bond to <br /> insure that the work will be done . The matter will go to <br /> court and the Board will make its determination after the <br /> court hearing. <br /> A lower speed limit for Gaston Road was discussed. The <br /> Clerk will check to see if the speed limit can be lowered <br /> regardless of the density of homes on the road. Rick Griffin <br /> stated that he thinks that a speed limit can be imposed the <br /> same way the t was resolved on Baxter Road. Dick Reines <br /> stated that Dane County sheriff department has determined <br /> that Gaston Road has been declared a hazardous area and that <br /> the School bus should be picking up students in this area. A <br /> motion was made by ES/SS that Mike Kindschi and Dick Reines <br /> report back to the Board at the next meeting and that a <br /> resolution may be adopted reducing the speed limit on Gaston <br /> Road. Motion carried. <br /> Kirk Gillespie ' s request for zoning change from A-i and B- <br /> 1 to R.E. with a Conditional use permit was brought before <br /> the Board. The Planning Committee had recommended approval <br /> of the request. A petition was received by the Board <br /> requesting that outside activities cease by 10 : 00 P.M. , and <br /> another request that activities do not start before 10 : 00 <br /> A.M. A motion was made by SK/SS to approve the zone change <br /> request as recommended by the Planning Committee , ande, he <br /> request will be included with the blanket rezoning. The <br /> Board recommends that outside activities would not go beyond <br /> 10 :00 P.M. Sunday thru Thursday but may run a little later on <br /> Friday and Saturday. Motion carried. The Town Board <br /> requests that the County waive the fees under Ch. 12 . 06 , Par <br /> F. <br /> The subject of notification of residents by mail for zone <br /> changes was brought before the Board. Mike Kindschi <br /> submitted a revised zone change request form the be filled <br /> out by the applicant. A motion was made by ES/TN to approve <br /> use of the new form in the future. Motion carried. <br /> Karen Childs reported to the Board that she had applied <br /> for a building permit from the Building Inspector . She <br /> stated that George Parks was very rude to her over the phone <br /> and when she came to pick up the permit at his house. The <br />
