(PAGE 12 ) <br /> MAPPING DISPUTES TO BE REVIEWED BASED ON DISPUTES BETWEEN <br /> MAP AND OWNER OF PROPERTY TO BE ADJUSTED BASED ON INFORMATION <br /> SUBMITTED BY OWNER. (PAGE 9) <br /> TREMENDOUS CHANGES HAVE OCCURRED SINCE THE DOT ACQUIRED THE <br /> R-O-W FOR HWY 138 AND HWY 14 BYPASS WHICH SPLIT OUR FARM IN HALF. <br /> TRAFFIC COUNTS ON 138 BETWEEN STOUGHTON AND OREGON WENT FROM <br /> 2050 PER DAY IN 1978 TO 3250 PER DAY IN 1981 TO 3500 PER DAY IN <br /> 1987 . <br /> THE AREA COVERED BY THE REZONING REQUEST IS NEAR OTHER B-1 <br /> AND C-1 ZONING OF OTHER PARTS OF THE FARM ON HWY 14 AND OLD 138 <br /> AND IS ACROSS HWY FROM COMMERCIAL ZONING IN VILLAGE OF OREGON <br /> WEST OF HWY 14 . <br /> THERE HAVE ALSO BEEN TREMENDOUS CHANGES IN AGRICULTURE IN <br /> THIS AREA SINCE THE PLAN WAS ADOPTED WITHOUT ANY SUBSTANTIAL <br /> CHANGES IN THE PLAN. <br /> FOR EXAMPLE: <br /> LAND RENT RECEIVED 1980 6000 TAXES PAID 3400 <br /> 1981 7300 3700 <br /> 1982 8000 6700 <br /> 1983 8000 6400 <br /> 1984 7400 7000 <br /> 1985 7400 7150 <br /> 1986 NONE 6200 <br /> THE AREA IN QUESTION WAS A HIGH HILL UNTIL THE HWY 14 BYPASS <br /> WHEN THE TOPSOIL WAS REMOVED TO USE THE FILL DIRT UNDERNEATH FOR <br /> HWY CONSTRUCTION. SUPPOSEDLY THE TOPSOIL WAS REPLACED BUT IT HAS <br /> BEEN MARGINALLY PRODUCTIVE SINCE THAT TIME AND THIS PAST YEAR 8 <br /> ACRES OF SWEET CORN WERE NOT EVEN HARVESTED. THIS WAS POINTED <br /> OUT TO THE PLAN COMMISSION MEMBERS WHEN THEY VIEWED THE PREMISES. <br />
