In this district, village approval <br /> of site plans shall be required when any permitted or <br /> conditional use is newly established or expanded or <br /> when the particular use of the property changes from a <br /> use that was permitted, conditional or existed as a <br /> nonconforming use to a different permitted or conditional <br /> use. <br /> (a) Procedures for applying for and obtaining site <br /> plan approval : <br /> 1 ) The property owner or agent shall be required <br /> to submit a site plan application to the village <br /> zoning administrator. The site plan applica- <br /> tion can be in the nature of the sketch plan or <br /> a more precise description. The site plan shall <br /> address the elements, factors and standards <br /> listed below. <br /> • <br /> 2) When the zoning administrator deems the applica- <br /> tion to be complete, the zoning administrator <br /> shall immediately forward a copy of it to the <br /> chairman of the plan commission. If the admini- <br /> strator knows that the chairman of the plan <br /> commission is not available to receive the <br /> application, the copy shall be sent to the <br /> alternative member designated by the chairman <br /> of the plan commission. If the chairman or <br /> alternative member of the plan commission <br /> determines that the application presents issues <br /> of unusual complexity or has or would potentially <br /> r generate significant interest within the neigh- <br /> `" borhood or the community in general , the plan <br /> commission officer may cause a formal meeting <br /> of the plan commission to be convened.
