I AM WRITING IN REGARD TO A PUBLIC HEARING BY <br /> CURT ROEMING FOR AN AMUSEMENT PARK, MOVIE THEATRE AND RES. <br /> FOR CARETAKER, THAT WAS HELD BEFORE THE AGRICULTURE, <br /> ENVIORNMENT AND LAND RECORDS COMMITTE ON JUNE 14, 1988. <br /> I UNDERSTAND THAT ON JUNE 28, 1988 YOUR COMMITTEE WILL BE <br /> HOLDING A WORK MEETING TO DISCUSS THIS AND OTHER TOPICS. <br /> I WOULD LIKE TO URGE YOU NOT TO TAKE ACTION ON THIS PETITION <br /> AT THAT MEETING. THIS PARTICULAR PETITION HAS SEVERAL <br /> PROBLEMS. THESE PROBLEMS INVOLVE THE CONDITIONAL USE PERMIT <br /> ITSELF AS WELL AS THE METHOD THAT IS APPARENTLY BEING USED TO <br /> SECURE IT. <br /> PERHAPS A BRIEF BACKGROUND ON THE ISSUE MIGHT HELP CLARIFY <br /> THE ISSUE. IN ADDITON TO SERVING ON OUR TOWN BOARD, I ALSO <br /> TEACH IN OUR LOCAL HIGH SCHOOL. ALTHOUGH I LIVE A MILE NORTH <br /> OF THIS PARCEL, I WAS NOT AWARE THAT A POPCORN STAND HAD <br /> OPENED ON IT UNTIL ONE OF MY STUDENTS MENTIONED IT. SEVERAL <br /> DAYS LATER MY HUSBAND AND I WERE TRAVELING NORTH FROM HWY. 19 <br /> ON CV/LAKE RD. AND A CAR PULLED OF THE ROAD AND PARKED <br /> ADJACENT TO THE STAND, THE DRIVER EXITED THE CAR FROM THE <br /> DRIVER'S SIDE, AND LEFT THE DOOR OPENED WHILE HE BOUGHT <br /> GOODIES FROM THE STAND. WE MOVED INTO THE PASSING LANE AND <br /> WERE THANKFUL THERE WERE NO CARS TRAVELING SOUTH. <br /> THE NEXT DAY I CALLED DANE COUNTY ZONING AND TALKED TO BILL <br /> FLECK, WHO SAID THAT THE STAND WAS A PERMITED USE FOR THE <br /> ZONING, AND WHILE THERE WERE SET-BACKS REQUIRMENTS FROM <br /> COUNTY HIGHWAYS, BECAUSE THIS WAS NOT A PERMANENT STRUCTURE, <br /> THERE WAS NOTHING THAT THEY COULD DO TO REQUIRE THAT THE <br /> OWNER MOVE THE STAND BACK FROM THE ROAD. I THEN CALLED DANE <br /> COUNTY HIGHWAY AND DISCUSSED THE PROBLEM WITH THEM. THEY <br /> RECOGNIZED THE PROBLEM AND SAID THAT WE COULD REQUEST A ZONE <br /> OF NO PARKING ALONG THAT STRETCH OF ROAD. <br /> BY THIS TIME I WAS GETTING MANY CALLS FROM NEIGHBORS, AND THE <br /> MAJORITY OF THE CALLS CONCERNED THE SAFETY FACTOR, AND THERE <br /> WERE REPORTS ABOUT CHILDREN DASHING INTO THE STREET. CV/LAKE <br /> RD. IS A HEAVILY TRAVELED ROAD. IT IS A COLLECTOR STREET FOR <br /> OUR AREA, BUT IN ADDITION, IT IS ALSO HEAVILY TRAVELED BY <br /> JOGGERS, BIKERS AND CHILDREN. APPROXIMATELY TWO YEARS AGO <br /> RIGHT IN FRONT OF THIS PROPERTY TWO CHILDREN WERE HIT AS THEY <br /> RODE THEIR BIKES. ONE WAS SERIOUSLY HURT. SEVERAL YEARS AGO <br /> THREE GIRLS WERE KILLED AS THEY WALKED ALONG THE ROAD <br /> APPROXIMATELY ONE HALF MILE NORTH. THE ROAD HAS A BIKE LANE, <br /> BUT IF SOMEONE PARKS ALONG THE ROAD, BIKERS MUST MOVE INTO <br /> THE MAIN TRAFFIC LANES. BECAUSE I LIVE ON THE ROAD I AM <br /> ACCUTELY AWARE OF THE DANGERS OF THIS ROAD. <br />
