From what I <br /> understand, Mr. DeBeck plans on withdrawing his application to extract sand and <br /> limit the excavation to clay specified as suitable capping material for the <br /> landfill. The borrow source is required to maintain proper drainage, limit <br /> sediment from reaching surface water and be properly abandoned. <br /> The order signed by DeBeck required the clay be applied by August 15, 1988.
